Nossaman LLP has augmented its infrastructure practice by welcoming back Washington, D.C.-based attorney Ann-Therese Schmid as a partner. She was previously a member of Nossaman’s infrastructure practice in the firm’s Austin office from 2005 through 2006.
Schmid possesses national expertise in a number of project delivery methods including design-build, construction management at risk, privatization and integrated project delivery. She is also well-versed in federal policy and federal regulatory compliance and FTA procurements, particularly the Buy America and New Starts programs for surface transportation infrastructure projects.
“Ann-Therese’s multi-layered transportation policy knowledge and extensive experience in select federal programs adds a compelling dimension to her outstanding legal knowledge,” said Patrick Harder, chair of Nossaman's Infrastructure Practice Group. “She has represented transportation clients in bid and procurement transactions and disputes, and she understands the technical aspects of infrastructure as well.”
Schmid previously handled in-house procurement and passenger rail policy as passenger rail chief of staff for the Minnesota Department of Transportation and advised public-sector clients on public procurements for a global engineering and design firm. Most recently, Schmid was a partner at an Am Law 100 firm in Washington, D.C., representing both public-sector and private-sector infrastructure clients in transactional and regulatory matters. Schmid also possesses related infrastructure project delivery and procurement knowledge in the fields of water/wastewater, energy and military intelligence.
“I returned to Nossaman because of its demonstrated strengths and abilities in innovative public-private partnerships and project delivery processes," Schmid said. "I also look forward to utilizing my regulatory compliance experience for infrastructure projects in surface transportation and lending my knowledge on water/wastewater and other disciplines where my skills can best benefit the firm and its clients.”
Schmid earned her Juris Doctor in 1998 from the Hamline Law School, Hamline University in St. Paul, Minn., and graduated cum laude from Cornell University in 1994 with a Bachelor of Arts degree in English and women’s studies.
