USIBWC and EPA launch fast-track expansion to address Tijuana River pollution

USIBWC and EPA speed up the expansion of the SBIWTP from 25 to 35 MGD, aiming for a 100-day completion to reduce polluted river flows and odors.

The United States International Boundary and Water Commission (USIBWC) and the U.S. Environmental Protection Agency (EPA) announced on May 20, 2025, the acceleration of the incremental expansion of the South Bay International Wastewater Treatment Plant (SBIWTP) from 25 to 35 MGD.

Originally planned to take two years, this expansion is now on track for completion in just 100 days, according to a USIBWC press release. This strategy should deliver immediate benefits by reducing polluted reiver flows and addressing odors that have been a concern.

Both agencies will continue working to achieve a 100% solution to the sewage crisis.
