HASI invests in Pasco wastewater treatment and reuse facility
HA Sustainable Infrastructure Capital Inc. (HASI) has completed a structured equity investment in the Pasco Resource Recovery Center, a wastewater treatment and reuse facility serving the City of Pasco, Washington.
Developed and operated by Burnham, the facility provides wastewater treatment and reuse services for seven local food-processing plants. The Pasco Center uses anaerobic digestion to treat organic wastewater and can recycle more than 1 billion gallons of water annually for agricultural irrigation. Recovered resources also include renewable natural gas (RNG) and nutrient-rich soil amendments.
The facility replaced Pasco’s original Process Water Reuse Facility in 2025, increasing wastewater processing capacity. Reclaimed water is used to irrigate approximately 1,900 acres of city-owned agricultural fields.
HASI’s investment, which closed in July, is its first transaction in water infrastructure. The investment is backed by a 30-year wastewater treatment agreement with the city.
The companies said the project demonstrates an approach that combines wastewater treatment, water reuse and resource recovery, while providing contracted infrastructure services to an industrial customer base.
