Frost Brown Todd issues Public-Private Partnership RFP 

The City of Brandenburg, with the legal counsel of Frost Brown Todd (FBT), issued a request for proposal (RFP) for private companies to bid on the construction and financing of the city’s new wastewater treatment plant. 

Nucor Corp., is set to build a new mill on the current site of the city’s wastewater treatment plant, according to the press release. Brandenburg must now move the treatment plant to a different location, which is anticipated to cost approximately $7 to $9 million. 

“After exploring all options, the city agreed a P3 offered the best opportunity,” said FBT P3 attorney Jason Halligan. “While this is not a tactic we’ve seen from local governments in Kentucky, we know how beneficial it has been in other states. We look forward to helping Brandenburg set the precedent for other cities and counties in the Commonwealth.”  

There is a pre-proposal meeting and site visit March 16. All proposals are due April 17.

Maryland Board of Public Works Approves $5.6 Million Grant 

The Maryland Board of Public Works (BPW) approved a $5.6 million Bay Restoration Fund Grant to help fund WSSC Water’s share of major upgrades to the Blue Plains Wastewater Treatment Plant (WWTP) in Washington, D.C. 

According to the press release, the upgrades will reduce the amount of nitrogen and phosphorous, nutrients that contribute to poor water quality, from entering the Potomac River and Chesapeake Bay.

“These state-of-the-art treatment upgrades underscore our commitment to protecting our beloved Chesapeake Bay,” said WSSC Water General Manager and CEO Carla A. Reid. “We thank BPW members for approving this important grant and appreciate the Maryland Department of the Environment’s ongoing support of our clean-water mission.”

The multi-phased project consists of planning, design and construction of Biological Nutrient Removal (BNR) and Enhanced Nutrient Removal (ENR) upgrades at the treatment plant. WSSC Water will fund approximately half of the project, which is nearly $400 million.

Construction on the multi-year program to upgrade the plant began in 2007 and should be completed within the next few years, reported the press release.

Itron and Smart Energy Water Sign Reseller Agreement

Itron, Inc. and Smart Energy Water (SEW) signed a reseller agreement to promote customer experience. The agreement will allow Itron to offer SEW’s Smart Customer Mobile (SCM).

With this agreement, Itron will offer an integrated solution that combines Itron’s Industrial IoT (IIoT) network and software platform with SEW’s cloud-based customer engagement software. With the addition of SEW’s offering, Itron will facilitate providers to deliver multi-commodity meter data to encourage energy and water conservation, alert customers about outages in real time and improve customer satisfaction.

“Our platform transforms the relationship between utilities and their customers, simplifying interactions for a better customer experience,” said Harman Sandhu, SEW president. “We are excited to collaborate with Itron to deploy our platform globally and partner with utilities in their digital transformation journey.”
