Governor Davis Appoints Water Officials

California Governor Gray Davis has appointed Lucille Palmer-Byrd to the California Regional Water Quality Control Board, Central Valley Region and Ashok Bhatt and Katherine Wilson Moret to the California Water Commission.

Palmer-Byrd, 51, of Newman, has been a business agent for the Operative Plasterers & Cement Masons Local 300 since 2001. Previously, Ms. Palmer-Byrd was the vice president of the Plasterers & Cement Masons Local 300, and the executive board vice president of the Plasterers and Cement Masons Local 300. She also has been a member of the Plasterers & Cement Masons Union since 1985.

Bhatt, 46, of Fremont, has been the owner of Ashok Investment and Management Services, a real estate, development and management business for over two decades. He is the vice chair of the San Francisco Public Utilities Commission, president of the Indo-American Trade and Commerce Council, an advisory board member of the Assembly Select Committee on Community Colleges and a member of the Assembly International Relations Protocol Foundation.

Moret, 56, of Los Angeles, has been the owner of Moret & Associates since 1990. She once was the president of Project Restore and also served on the Board of Directors for the Metropolitan Water District of Southern California. She is a board trustee and is chair of the Board of Regents of Loyola Marymount University.

The Central Valley Regional Water Quality Control Board enforces water usage laws in an effort to protect California's water quality. The California Water Commission confers with, advises and makes recommendations to the Director of Water Resources with respect to any matters and subjects under his jurisdiction. Neither position pays a salary, and both require Senate confirmation.
