ESA Hires Senior Water Quality Program Manager

David Pohl, Ph.D., P.E., LEED AP joins Environmental Science Associates’ Southern California water team

Environmental Science Associates (ESA) announced that David Pohl, PhD, P.E., LEED AP has joined its San Diego office as senior water quality program manager. Dr Pohl’s expertise will integrate with ESA’s existing practice areas of ecosystem restoration, environmental permitting and CEQA/NEPA compliance. His expertise rounds out our full-service capabilities in storm water and integrated watershed management and experience with projects that require water and sediment quality site assessment, best management practice (BMP)  design, regulatory approval to meet 401 permitting, mitigation compliance and restoration design and construction.

“David is the latest in a string of strategic hires we’re making to benefit our Southern California clients,” says Bobbette Biddulph, Southern California regional director for ESA. “Water quality is integral to water resource, restoration, and environmental compliance projects; with David leading our Southern California Water Quality Program, we can now provide this expertise in-house for truly integrated environmental solutions.”

David brings 28 years of geo-environmental engineering planning, concept and final design, construction management and cost estimation experience. From hydrological and pollutant loading modeling for storm water management, total maximum daily loads (TMDL) implementation plans, assessment of water and sediment quality for restoration projects, to sediment/dredge material management plans, BMP design and cost estimation. David is experienced in NPDES permit compliance, understanding and meeting the challenges of TMDL, newly passed Ocean Plan amendments and other water quality drivers that have become an important element in all project phases from permitting to implementation and long term maintenance. His BMP design experience includes geotechnical assessment and design for Low Impact Development and groundwater recharge projects, engineered wetlands, channel bank stabilization using bio-engineering, runoff reduction measures, and advanced treatment-train solutions that include media filters and UV treatment for bacteria.

David holds a doctorate and master’s degree in geo-environmental engineering from Drexel University and both a Bachelor of Science in civil engineering and a Bachelor of Arts in applied science from Lehigh University. He is a registered Professional Engineer in California, Maryland and Pennsylvania. He is a LEED Accredited Professional and a member of the American Society of Civil Eng.
