Environmental Science Associates (ESA), a California environmental consulting firm, is pleased to announce that Jim O’Toole has been promoted to vice president and deputy leader of ESA’s California Water practice.
Jim O’Toole steps into the role after serving in various management capacities since he joined ESA in 1997. In his new role, he will help set the future direction of the practice, capitalizing on an already successful career of navigating regulatory complexities and providing integrated environmental solutions for the supply and conveyance of treated and recycled water, wastewater, watershed management and flood control projects.
O'Toole's 20 years of experience, which includes partnering with clients to manage complex water projects and challenging environmental documents from concept to completion, have provided him with in-depth knowledge of state and local regulations and processes. As both a technical team leader and project manager, clients praise O'Toole's knowledge and innovation in all phases of environmental analysis, including site constraint analysis, EIR/EIS preparation, permitting, construction monitoring and mitigation.
O'Toole will continue to work from the firm’s Petaluma, Calif., office, closely coordinating with water group leaders throughout the firm’s nine other offices. O'Toole has managed several large projects for clients, including the California Department of Water Resources, Sonoma County Water Agency, the San Francisco Public Utilities Commission, Zone 7 Water Agency, Novato Sanitation District, East Bay Municipal Utility District and the Alameda County Water District.
