Robert J. Marshall, formerly of Kokomo, Ind., was sentenced to five months in prison, five months home confinement, a $5,000 fine
and one year of supervised release for violating the Clean Water Act.
Marshall was the Chief Executive Officer and Chairman of the Board of Master Circuits, Inc., a company that manufactured printed circuit boards. In January 1996, the defendant used three illegal bypass lines to discharge wastewater containing high levels of copper around a sampling point and into the Kokomo city sewer system. Marshall also diluted untreated wastewater before discharging it into the sewer.
Discharging wastewater with high concentrations of copper into sewers can interfere with the proper operation of sewage treatment plants and thereby create a hazard to public health.
