Jeffrey J. Frey, Nebraska regional manager for
PeopleService, Inc., pleaded guilty on Feb. 16 in U.S. District Court in Omaha
to violating the Clean Water Act and making false statements to the
Environmental Protection Agency (EPA) and the Nebraska Department of
Environmental Quality (NDEQ). The charges state that between June 1995 and April
1997 Frey filed false discharge monitoring reports for sewage treatment systems
that he managed for PeopleService. The charges further state that the filing of
these false reports allowed the defendant to defraud PeopleService clients of
$350,000. Frey faces a sentence of up to seven years in prison and/or a fine up
to $500,000. The case was investigated by EPA's Criminal Investigation Division,
NDEQ, the Nebraska State Patrol and the Nebraska Attorney General's Office.
