Black & Veatch Commences Second Consultancy Project in Liuzhou

Black & Veatch’s water business has commenced working on Package A of the World Bank-funded Liuzhou Environment Management Project. The assignment will focus on strengthening the institutional, financial and operational management of the Liuzhou Municipal Wastewater Treatment Co. (LMWTC), an autonomous company that was established less than two years ago to provide urban wastewater collection and treatment services.

“We are very pleased to have developed a solid working relationship with the client. They are aware of our strong track record of working on similar World Bank-funded institutional strengthening projects in China,” said Yanhua Wang, business development director for Black & Veatch’s water business. Earlier this year, Black & Veatch started working on Package B of the Liuzhou Environment Management Project, providing advice on design review and construction management of wastewater facilities, and developing project management capacity.

“Our clients know that we can provide total solutions that meet their engineering, institutional and operational management challenges. Having Black & Veatch managing both packages creates tremendous value for the client,” Wang said.

The Liuzhou Municipal Wastewater Treatment Co. faces many challenges in meeting the combined requirements of a large construction program that is already underway: the start-up of new wastewater facilities; the transfer of assets from other Liuzhou agencies and enterprises; and the need to put LMWTC on a sound basis by establishing effective business processes and practices. Black & Veatch will be responsible for further developing and refining the Liuzhou’s business plan and designing and assisting the implementation of key business processes and practices. The project is scheduled for completion in 2010.
