Douglas M. Barnard has been named Los Angeles office manager at MACTEC Engineering & Consulting. Bruce C. Coles, president of MACTEC E&C and chairman & CEO of MACTEC, Inc., the holding company, made the announcement.
“Doug has a proven track record of managing complex multi-million dollar projects in both the public and private sector,” said Jack Fraser, MACTEC west division manager. “He’s an innovative strategic thinker who will help grow our Los Angeles office.”
Prior to joining MACTEC, Barnard spent 10 years at MBNA America, most recently in Aliso Viejo, Calif. As first vice president, engineering operations and design, Barnard managed the daily engineering operations for more than 8 million sq ft of office space, data centers and supporting infrastructure nationwide. He also managed the mechanical and electrical design of corporate facilities worldwide.
As director of facilities for the Richmond-based Virginia State Corporation Commission (SCC), Barnard managed the design, construction, commissioning and operations of a new 600,000 sq-ft, $48 million headquarters building. A brownfield project, Barnard also managed the environmental site remediation and soil stabilization, and established an extensive geotechnical and construction materials testing program for the pile foundations, cast-in-place concrete structure and granite/curtain wall building envelope.
Barnard served 15 years in the U.S. Navy Civil Engineers Corps, separating in 1995 as a commander. He managed hundreds of projects around the world (including Guam, Japan, Puerto Rico and Wales), ranging from professional services, utility infrastructure and industrial facilities to railways, roads and piers.
Barnard received a Bachelor of Science degree in electrical engineering from the University of Idaho and an M.E. in civil engineering from Texas A&M. He is a certified energy procurement professional with the Association of Energy Engineers.
