Dave Briglio, P.E., has been named principal water resources engineer at MACTEC Engineering & Consulting. Bruce C. Coles, president of MACTEC E&C and chairman and CEO of MACTEC, Inc., the holding company, made the announcement. Briglio based in the firm’s Kennesaw, Ga., office and is responsible for business development and supervising regional and state water resources projects for the company.
“Dave brings to MACTEC more than 15 years of water resources engineering expertise,” said Kennesaw vice president/office manager David Goershel. “He has managed significant storm water management, watershed assessment projects and FEMA map revisions/floodplain studies statewide and throughout the Southeast. His varied water resources experience in both the public and private sector will be invaluable to us as we continue to expand our operations and services in this area.”
Briglio’s private sector experience includes serving as senior water resources engineer, water resources department manager, project manager and project engineer. Responsibilities have included project management, business development, Georgia Department of Transportation (GDOT) bridge hydraulic studies, construction management, roadway drainage design, floodplain studies, stream restoration and capital improvements program (CIP) planning.
Key storm water management projects Briglio supervised include those for the Douglasville-Douglas County Water and Sewer Authority (WSA) in Douglasville, Ga. The first project was the Slater Mill Stormwater Capital Improvement Project Study, which was WSA’s first storm water drainage and water quality CIP study, and consisted of database creation, field studies and surveying, storm water drainage analyses and water quality characterization. He later went on to manage WSA’s first regional floodplain study in the Bear Creek Basin, which included detailed hydrology and hydraulic modeling for approximately 50 miles of streams and was completed in approximately eight months.
Briglio has supervised several watershed assessments and protection plans, some of which have included the Johns Creek Watershed Assessment for the Fulton County, Ga., Department of Public Works and the Beaver Ruin Creek/Jackson Creek Watershed Improvement Plan for the Gwinnett County, Ga., Department of Public Utilities. He has also helped to develop several storm water utilities, including that for the City of Conyers, Ga., which was the fourth established in the state, implemented in only nine months, and earned him the 2002 Community Spirit Award.
Briglio also served as project manager for a city of Atlanta Pre-Disaster Mitigation Grant, which involved collecting survey data and coordinating with property owners whose homes were flooded and would benefit from relocation or elevated foundations. FEMA elevation certificates were developed and property owner consent forms were gathered to identify potential participant and funding needs so the grant application could be completed and flooding damages reduced. The project was fast-tracked and completed in only two weeks.
Briglio launched his engineering career as a staff engineer with the Illinois Department of Transportation, and then as a consulting Village Engineer. He inspected numerous roadway, storm water, water and sewer construction projects.
Briglio received a BS in engineering from the University of Illinois and an MS degree in civil engineering from the Georgia Institute of Technology. He is a registered Professional Engineer in Georgia and Illinois. Briglio is a member of the Georgia Association of Water Professionals and the American Water Resources Association.
