ENSR Expands Energy Utility Projects and Clean Water Act Expertise

Bill McElroy, PE has joined ENSR International as a senior water resources manager and will be based in ENSR's Langhorne (Philadelphia) Pa., office. A Professional Engineer in Pennsylvania with 31 years of environmental and engineering experience, he has worked closely with the electric and gas utility industry.

His broad expertise extends to power plant cooling water intakes and Clean Water Act issues, spill prevention planning, regulatory negotiations and related NPDES compliance working with nuclear, fossil fuel and hydroelectric projects.

He has conducted environmental due diligence assessments at fossil-fueled, hydroelectric and nuclear facilities in Illinois, New Jersey, New York, Pennsylvania and Vermont and provided environmental compliance support to energy facilities in Illinois, Maryland, Massachusetts, New Jersey, Pennsylvania and Texas. He has directed environmental efforts for re-licensing of a major dam in Conowingo, Maryland that required Federal Energy Regulatory Commission (FERC) approvals.

A former Chairman of the Board of the Water Resources Association of the Delaware River Basin, McElroy holds an MBA from Widener University, and a B.E. in Mechanical Engineering from Villanova University.
