The Northern Kentucky Sanitation District No. 1 (the District), with project assistance from Woolpert, Inc., was recently awarded the U.S. Environmental Protection Agency's (EPA) 2004 National Clean Water Act Recognition Award for its outstanding municipal storm water management program.

The award was presented to the District at the Water Environment Federation's (WEFTEC) Annual Technical Exposition and Conference in New Orleans, La. The District was recognized for its outstanding technological achievements and innovative processes related to the District's new storm water utility that encompasses 34 municipalities in Boone, Campbell and Kenton Counties, as well as the three counties themselves.

Since 1998, Woolpert has provided water resource engineering, surveying, GIS and information technology services to the District. Through numerous project phases, Woolpert helped the District develop the regional storm water program, inventory its infrastructure assets, develop a database of storm water structures, create a capital improvement plan, submit a regional NPDES Phase II permit application and establish a storm water billing utility (which was successfully implemented on Aug. 1, 2003).

"In the case of the District and the counties and municipalities of northern Kentucky, this six-year journey began with a vision that was shared by an agency (the District) and local leaders who were willing to do things differently to more efficiently meet the needs of their citizens. This award is a well-deserved stop on the journey that will see the District and northern Kentucky taking other innovative steps to improve the environment for all the area's citizens," Bill Spearman, Woolpert Project Director, explained.

"The District is very excited to have received the U.S. EPA award for the outstanding municipal storm water management program. We strive every day to address the water quality and quantity needs of the northern Kentucky region and to deliver an effective and efficient program to our citizens. It is nice to be recognized for these efforts! Woolpert has been very instrumental in helping the District develop its storm water program. It has truly been a joint effort, and we value our relationship with Woolpert," John Lyons, director of Storm Water Management, stated.

Woolpert, Inc., ranked by ENR as a top national design firm, is a professional engineering and architecture consulting firm providing expertise in facility design and management, GIS, photogrammetry, planning and design, site/civil design, surveying/GPS, transportation and water management.
