Indianapolis-area Residents Receive Stormwater Bills

Nov. 8, 2002

Thousands of Marion County, Indiana, homeowners are receiving their first stormwater utility bills this week in Indianapolis, causing confusion and somewhat of a protest, according to Indianapolis Star writer Matthew Tully.

The city of Indianapolis has sent out about 38,000 bills in the past few days, seeking to collect a fee created last year to deal with area drainage problems.

"We're getting a considerable amount of phone calls from people who don't think they should be paying for it," Paul Whitmore, a spokesman for the Department of Public Works, told Tully.

One call came from area resident Lee Schwecke, who told Tully that she would be happy to pay the bill if the city would guarantee it will address her street's drainage problems.
