North Dakota awards $45M CWSRF loan to Bismarck sewer improvements
The North Dakota Department of Environmental Quality announced that it awarded a $45 million Clean Water State Revolving Fund (CWSRF) loan to the city of Bismarck for sewer infrastructure improvements.
The award comes as part of an announcement from NDDEQ and the North Dakota Public Finance Authority of four loan awards for water and sanitary sewer projects.
Bismarck received the $45 million CWSRF loan to replace the existing Hay Creek interceptor sewer, relocate the Hay Creek lift station and construct a new gravity sewer connection, and construct a new force main from the lift station to the existing sewer on Airport Road.
The changes will increase the capacity of Bismarck’s sewer system to safely handle projected flows.
The city also received a $2 million Drinking Water State Revolving fund to replace lead service lines.
The U.S. EPA provides part of the SRF programs’ funding, which offers below-market interest rate loans to political subdivisions for financing projects authorized under the Clean Water Act and Safe Drinking Water Act.
Loans are awarded to projects listed on the project priority list based on project eligibility determined by the Department of Environmental Quality and the Public Finance Authority’s review of repayment ability. The Public Finance Authority is overseen by the North Dakota Industrial Commission, consisting of Governor Doug Burgum as chairman, Attorney General Drew H. Wrigley, and Agriculture Commissioner Doug Goehring.
