In December 2000, JEA (formerly the Jacksonville Electric Authority) assumed ownership of the Nassau Regional Wastewater Treatment Facility (WWTF), a small 0.3-million-gal-per-day (mgd) WWTF servicing a number of small developments in the area. By 2003 it was obvious that due to high growth in the region, the capacity of the existing facility needed to be expanded so it could service the new developments in the area.
A 2-mgd facility was required to provide regional treatment needs until at least 2010. In late 2003, JEA reviewed the available technologies that might be employed at the new facility and determined that membrane bioreactor (MBR) technology provided the right mix of high-quality treatment, ease of operation and small footprint required for this application.
As the operating utility, JEA selected the design-build team in early 2004 based on an Enviroquip MBR . The plant was constructed and began operation in January 2006.
The facility is designed to handle a maximum monthly flow of 2.6 mgd, with a peak flow of 8 mgd, and in 2007 was currently the largest MBR system in Florida. Its design meets Florida’s strict reuse quality standards and the configuration provides optimal process flexibility, ease of operation and equipment redundancy. A four-stage biological process is utilized to meet the tight discharge limits and the reclaimed wastewater is then utilized for irrigation of a variety of green spaces throughout the community.
Enviroquip MBR technology employs Kubota flat-plate submerged membranes, the most widely utilized MBR technology in the world, at the heart of the treatment process. Kubota membranes are designed to be the simplest, most reliable membrane bioreactor technology available today and provide JEA with the long-term reliability and membrane life they required for the plant. This state-of-the-art technology has provided JEA with a showcase facility and helps them to maintain their position as innovators in utility operations.
