Modernizing an existing hydrological US-Mexico data collection network

By Treaty, the international land boundary between the United States and Mexico extends over 1,952 miles, westward from the mouth of the Rio Grande River on the Gulf of Mexico to just upstream of El Paso, Texas, and Juarez, Chihuahua, westward along the New Mexico-Chihuahua and Arizona-Sonora state boundaries to the Colorado River, thence along the California-Baja California state boundary to the Pacific Ocean. The Hydrographic Data Collection Rehabilitation Project?s objective is to improve the timeliness and reliability of data collection and provide real-time data that will improve efficiencies in international water accounting, water deliveries, flood operations, and drought management. In February 2002, the US-Mexico International Boundary and Water Commission contracted with Sutron for the $257,925 Phase II to modernize the existing hydrological data collection network for its Hydrographic Data Collection Rehabilitation Project. Phase 1 was awarded to Sutron in October 2001. In Phase I Sutron enhanced and replaced the existing telemetry system for most of the Rio-Grande Basin. Phase II addresses acquisition, installation, and implementation of equipment along the remaining portions of the Rio Grande and along the Western Boundary streams including the Lower Colorado River, Tijuana River, and Whitewater . This new contract will add 45 more remote Data Collection Platforms for the Data Collection Project bringing the total number to 70 remote DCPs and 2 High Data Rate Digital Direct Readout Ground Stations, one in El Paso, Texas, and one in the Amistad Dam office.
