Water issues await voters

The Question 3 bond issue would pay for $3.6 million for wastewater construction programs, $3.5 million for drinking-water system improvements.

Under this decision, the state Department of Environmental Protection would oversee $3.6 million for wastewater projects. The Augusta Water and Sanitary Districts would be in line to apply for loans to help pay for two projects, said Dale Glidden, general manager.

there were 14 Republicans in the House who opposed the package even though most of the legislation was for it. Many argue that it isn't a good time for the state to borrow money.

"Logically and reasonably, the more debt you go into now, the worse it's going to be down the road," said Rep. Richard Cebra, R-Naples.

Most lawmakers are encouraging voters to support all of the bonds, as is Gov. John Baldacci. Baldacci originally proposed a $197 million bond package, which was then pared to $83 million.
