The Upper Los Angeles River and Tributaries Revitalization Plan (ULART) is a program created by a California state directive to create a revitalization plan of the Los Angeles River. Part of the directive included getting input from all stakeholders from members of the public, to business owners, water industry professionals and local government officials.
