Firm to provide construction management services for the El Toro Recycled Water Expansion project

MWH Constructors has been awarded a contract by the El Toro Water District (ETWD) to provide construction management services for the El Toro Recycled Water Expansion project in Orange County, Calif. Expansion of the existing plant will reduce dependence on imported water.

This expansion project is the largest capital improvement project in ETWD history. It is valued at approximately $26 million and consists of four projects: three pipeline projects and one water treatment plant expansion. The existing water treatment plant serves communities in South Orange County, including Laguna Hills and Laguna Woods, Calif. The project includes two key components: the construction of tertiary treatment facilities and a new recycled water distribution system. The plant will reduce the demand for imported water by increasing the capacity to treat and distribute recycled water for irrigation and other uses, and the distribution system will allow for increased delivery of recycled water to existing customers.

“It is a privilege to be selected by the El Toro Water District to provide construction management services for the Recycled Water Expansion project,” said Blair M. Lavoie, PE, president of MWH Constructors. “We look forward to working with the District on this project that will benefit Orange County residents for years to come.”

Construction of the tertiary treatment plant and distribution system will begin in early 2013 and the project is slated for completion in late 2014. The expansion will produce and deliver approximately 1,400 acre-ft per year of tertiary-treated recycled water over 200 dedicated irrigation meters within ETWD’s service area.
