Lockwood, Andrews & Newnam Inc. (LAN) has promoted Scott M. Harris, P.E., and Matthew J. Manges, P.E., to the positions of team leaders.

Harris has led people, projects and pursuits for more than 25 years.  He is a community servant, involved with his family and a 28-year military veteran. Since joining LAN in 2013, Harris has supervised a staff of engineers and technicians in Corpus Christi, Texas, and leads the company on regional pursuits, projects, proposals, and acts as an advisor to area clients.

He has managed numerous projects, involving water, wastewater, storm water utilities and local transportation infrastructure. Harris currently serves on the board of directors for the Regional Transportation Authority, is vice chair for the City of Corpus Christi’s Transportation Advisory Commission, and a member of the Corpus Christi Regional Economic Development Corporation’s Business Development Advisory Committee. He also is a recent graduate of Leadership Corpus Christi.

“Scott has positioned LAN as one of the top firms in Corpus Christi,” said LAN Vice President Arnie Cohen, P.E. “He has helped grow our client base which now includes the Port of Corpus Christi, the City of Corpus Christi, Nueces County, Texas A&M Corpus Christi, as well as a number of private clients.”

Manges, who joined LAN in 2007, specializes in complex hydrologic and hydraulic modeling and drainage master planning. He developed a two-dimensional model in support of a 4,000-acre drainage master plan—one of the largest in North America at the time—for the Memorial City Redevelopment Authority in west Houston. Manges is recognized as an industry expert in advanced GIS methods and complex two-dimensional dynamic modeling. He now leads the Houston storm water team working with clients throughout the region such as the City of Sugar Land and the Harris County Flood Control District. Manges received his bachelor’s and master’s degree in civil engineering from Texas A&M University.

“Matt is one of the top urban storm water modeling engineers in the region with a unique talent for dynamic and two-dimensional modeling. He has been instrumental in making LAN a leader in the storm water arena,” Cohen said.
