Michael Baker Jr., Inc., an engineering unit of Michael Baker Corp., announced that Edward A. Thomas, Esq., has received the Association of State Floodplain Managers (ASFPM) 2006 Goddard-White Award, ASFPM’s highest honor. This prestigious award is presented in honor of Jim Goddard and Gilbert White, pioneers in the science and art of floodplain management. It is given to recognized individuals who are highly instrumental in carrying forward the goals and objectives of floodplain management throughout the nation. Thomas received the award for “Outstanding Leadership to Reduce Disaster Impacts through Mitigation, Education, and Partnerships.”

His contributions and dedication to the advancement of floodplain management are well known in the industry, and we are extremely proud of the work he performs for Baker and his accomplishments over his 30-plus-year career.”
Thomas has been with Baker since 2004, when he joined the company as National Flood Insurance Program (NFIP) senior policy advisor and partnerships manager. He has written and lectured extensively throughout the U.S. on the NFIP, floodplain management, and disaster recovery and response during this time, and has successfully developed and implemented a pilot course for attorneys on floodplain management.
Prior to joining Baker, Thomas enjoyed a lengthy tenure in various high-level management positions with the Federal Emergency Management Agency (FEMA) and the Department of Housing and Urban Development in Boston. He received his bachelor’s degree from Fordham University, his master’s degree from Boston University and his law degree from New England School of Law. Thomas has been published extensively since 1975, and has been honored for a number of other awards related to the advancement of floodplain management and disaster relief.
