California Resources Control Board Chair to Present Keynote at Smart H2O Summit

June 30, 2015
Felicia Marcus keynote presentation will be from noon to 12:30 p.m. on Aug. 17

Smart H2O Summit, taking place Aug. 17 to 19, 2015 at the San Francisco Marriott Marquis, announced that Felicia Marcus, chair of the Resources Control Board for the state of California, will kick off the event as the keynote speaker on Monday Aug. 17.

Marcus will provide insights into the state’s perspectives regarding the drought, water quality, water rights and financial assistance available to communities that want to upgrade their water infrastructure. The board implements both federal and state laws regarding drinking water and other critical water-related issues.

“Anyone involved with managing and operating the municipal water network won’t want to miss this presentation,” said Jane McDermott, Smart H2O Summit event director. “Ms. Marcus will share information that is critical to the success of their operations."

Before her appointment to the Water Board by Gov. Jerry Brown in 2013, Marcus served in a variety of positions in government, the non-profit sector and the private sector. She served as the regional administrator of the U.S. Environmental Protection Agency Region IX in the Clinton Administration where she was known for her work in bringing unlikely allies together for environmental progress and for making the agency more responsive to the communities it serves. She worked on a range of environmental issues including Bay-Delta water initiatives.

Prior to that, Marcus headed the Los Angeles Department of Public Works at a time when the City was garnering national awards for environmental excellence. Marcus came to Public Works after extensive experience as a public interest lawyer and community organizer in Los Angeles, including being a co-founder and general counsel for Heal the Bay.

In the non-profit world, she was the Western director for the Natural Resources Defense Council (NRDC). Prior to joining NRDC, she was the executive VP/COO of the Trust for Public Land, a national non-profit devoted to conserving land for people. She also was a private and non-profit sector attorney in Los Angeles.

She currently serves, or has served in the past, on many non-profit boards and advisory councils including the Public Policy Institute of California Statewide Leadership Council, Sustainable Conservation, USC-Kesten Institute for Public Finance and Infrastructure Policy, and the Center for Diversity and the Environment. She is also currently an Obama Administration appointee to the Commission on Environmental Cooperation-Joint Public Advisory Council (US, Mexico, Canada) and was a Schwarzenegger Administration appointee to the Delta Stewardship.
